Delaware: Spaniel attacked by pit bull; Animal Control doesn't seem to offer much help

DELAWARE -- "Coco was attacked on the sidewalk by an off leash pit bull yesterday that came running around the side of house where its owner was visiting.Luckily he only suffered some ear bites. I've been treating the bites with medication. None of them [went] all the way through, just lots of blood and panic.

"We called animal control who took all the owner's info, who by that time had left. Animal Control said the only way they could do anything about the dog is if I took Coco to the vet which she, in her experience, would be thousand dollar charge. Then they could prosecute and remove the dog from the owners house. She also said the owners seldom pay the vet fees and then I'd end up taking her to small claim court.

"The owner is on welfare so my chances of collecting anything are slim. I literally do not have $1,000 to take him to the vet. I don't like how this system works."
