Florida: Bobby Norris, 31, and Brianna Shean, 27, arrested after finding children and starving dog in filthy house

FLORIDA -- A couple has been arrested after their 8-month-old child was taken to the hospital for a skin disease and sheriff’s deputies found deplorable living conditions in their home, according to arrest records.

Brianna Devon Shean, 27, and Franklin Bobby Norris, 31, (both of Youngstown, FLorida) were arrested after one of their children was transported to the hospital suffering with infantigo, according to court records.

After learning that all four of the children had this skin disease, Bay County deputies went to their home on Cardinal Avenue to find the children also had bug bites all over them and the stench of urine and feces in the air, BCSO reported.

 

According to the report, the home a "disastrous mess" with food on the counters, floor and couch. There were allegedly garbage and dirty diapers lying throughout the home.

A dog that looked to be near death from starvation was found locked in a bathroom along with “a lot of feces,” deputies said.

Despite the kids’ skin infections, neither Shean nor Norris had sought medical treatment for them. Shean, however, told deputies she went to the hospital Sunday to get treatment for herself.

Shean was charged with felony counts of child neglect and animal cruelty. Norris was charged with a misdemeanor count of animal cruelty.
