Police said the owner of the pit bull won't face charges for the incident, which happened early Monday morning at a home in the 2500 block of Allequippa Street in West Oakland.
A female police officer was also bitten on the left leg by the pit bull.
Officers eventually used a catchpole to grab the dog and remove it from the scene.
The woman was taken to UPMC Presbyterian in serious condition. The officer was treated and released from the hospital. Their names have not been released.
Leroy McPherson said his mother lives next door to the victim. He said he doesn't see any aggression from the multiple dogs at the home when he visits the neighborhood.
"Never even come to the side of the fence and barked or growled or anything like that," McPherson said.
