Three others are missing along with two litters of puppies, police say.
The little girl's father was visiting a friend's house on Holcomb Street when the girl went to play with the dogs and she was mauled by some of the dogs.
Police say it does not appear that the nine dogs seized by animal control were involved in the attack because no blood or human tissue was found on them.
Dogs don't always have "blood" and/or "human tissue" on them. If they're biting her through her clothing or dragging her down, she hasn't yet started bleeding all over the place. Also, many times the bites don't produce a lot of blood. How many times have you seen photos of dogs that were attacked and the victim dog isn't bleeding everywhere. Sometimes owners don't even know how badly the dog is injured because of its fur, they're punctures and weren't spurting blood.
Police sources say it's possible someone is hiding the dogs, including one dog that was involved in a previous bite case.
We're told the owner of the dogs, 48-year-old Kenneth Wiseman, was supposed to surrender that one dog but never did.
On Wednesday, 7 Action News sought information on whether animal control workers ever tried to seize the dog involved in the previous bite case when Wiseman failed to surrender it.
We also wanted to know if animal control was ever aware of the number of dogs belonging to Wiseman and if he ever licensed any of the dogs.
1. State law and city ordinance declare that the owner of any animal that has bitten must report to animal control and the animal must be held for quarantine for ten days after the bite to observe for symptoms of rabies.
The owner of the dog that was bitten reported the bite to DACC. Our investigator tried to make contact with Mr. Wiseman. Dogs were heard in the house but not seen.
When Mr. Wiseman failed to bring the dog in for observation, he was issued two misdemeanor tickets: one for failure to quarantine and one for failure to license, fines totaling $1000 and up to 93 days in jail. Those tickets then proceed through 36th District court.
Mr. Wiseman did not appear at his hearing and warrants were issued for his arrest.
2. Attempts to get an accurate animal count were made. Recently one of our field teams was dispatched to a report at that address regarding being over the limit. Contact was made and the person at that location was given two weeks to get dogs licensed and comply w city limit. The dogs were not outside or in plain sight. 5/11 would have been the day tickets would be issued for failure to license.
3. There are no dogs licensed to either address.
4. Yes. The city limit per household is 4 dogs.
Megan Minthorn - My thoughts are obviously with the child and but also those poor dogs. It's not their fault. Just a product of their environment and reflection of their owner.
Melissa Tremba Kammers - Wow! I am appalled at how aggressive they are with this poor dog. Yes it's terrible what happened to that little girl but this dog doesn't deserve to be treated like this. She is clearly NOT aggressive!! Now I'm sure all of those dogs are going to be euthanized. Makes me sick! Because the parents wouldn't do their job to supervise the little girl with all those dogs, they should be punished to the max as well!!
Beata Jedrzejczyk - I'm not one to jump in and comment on the news. I watched this video 3x's. I don't see the dog being mistreated. I'm sure they wrapped the mouth as a precaution (just in case), he even carried the dog instead of forcing it out. The dogs mauled the little girl, mauled means a savage attack/ tearing to pieces. clearly the dog looks scared and yes I do feel sorry for the dog, but I feel more sad for the little girl. This is the father's fault for not supervising his child.
Sara Bonafiglia - I didn't see any mistreatment by the officers whatsoever. The dog did look frightened but not by the main officer. The dog never resisted him, or acted out towards him. Just looked kinda scared of all the lights and commotion is all. A muzzle won't hurt it. Matter of fact it's for its own protection. If it bit that officer you can guarantee they'd put the dog down right on the spot.
Katie Aren - Why is there a big spectacle with the removal of the dogs? My heart hurts for that child but come on people! The pictures and what looks like displaying of the dogs to the crowd is disgusting. I agree with not leaving the child alone with animals. I agree that some breeds may have more aggressive genes in them, it all boils down to their overall purpose and what they were bred for. The dogs are scared. They dont understand. So to make a show out of their fear, removal and demolish is horrible.
Sam Scott - Dogs are like kids if you train and teach them right they will turn out right. There are more pitbuls than other breeds and on top of that most "pitbulls" are mistakenly called pitbull when they aren't. There are more attacks from Doberman and other breeds however those aren't blown up on the news. I wish the news would stop spreading ignorant hatred for an innocent breed at the hands of scumbag owners who raise them from birth to fight it's not their fault. I pray for the family of the child and for those poor furbabies
Jaclyn Daenzer - I cried seeing this. These poor animals. So scared and not sure what was going on. And those people, who clearly were putting them on display and posing them. How horrible. I hope all those animals are ok. I hope the child who was attacked is ok as well.
Hannah Darvin Garrett - You mean the animal control treats these dogs like this - if this was a person there be a lawsuit - it's the person who treated and trained these dogs to kill - where are they - let's put a rope around their mouths and take pictures of them in front of their house
Julia Brake - I hope the Child recovers and is taken away from the parents...I hope the dogs are taken from these people also... Who raises mean dogs with children... The whole problem is the parents or so called adults...We're any neighbors aware of these nut cases
Donna Warren Huertas - Poor dog my ass!! What if it was YOUR child??
Carrie Craiger - Made me so sick to my stomach with how the dogs were handled. And the poor child. I am just actually lost for words right now.
Judy Martin - It bothers me to see any furbaby pickup this way! He was restricted why did he have to pick him by hanging him by the neck why couldn't he walk him out the furbaby wasn't fighting him!
Tony Chila- I'm sorry but no animal is more important then a human life especially one as innocent as a child. These dogs need to be euthanized. All of them.
Rachel Roginski Greene - For fucks sake with all this "poor dog" comments.
A little child was MAULED. You all need a reality check
BillnVirginia Flonta - Poor baby's 💔😪😪dont treat that dog like that!! He didn't look threatening at all to not even let it walk :/ at that point sedate and carry out for god sake
Lisa Marie - I know! Fuckin awful.
Alexis Ty - Why do you the media only report about pitbulls you know people don't buy it anymore read the statistics sit down and find some real news to report stop bsl
Victoria Sullivan - To show these dogs being handled poorly is not news. It is tragic about the girl but two wrongs do not make a right.
Haroon Mihtar - "Mixed breed" nice try. Those were pit bulls
