The boy somehow managed to get in between four pit bulls at the house on South River Park, just off Michigan Avenue.
The toddler was rushed to a hospital in Inskter, but was later airlifted to Children's Hospital in Detroit.
Emergency crews rushed to the house in Inskter just before 9 a.m. Saturday.
"We observed the mother cuddling the baby in her arms while her daughter was on the phone calling for somebody," neighbor Columbus Bridges said.
The investigation reveals the four pit bulls started fighting in the living room. Somehow, the 1-year-old got in the middle of the animals.
It's unclear if one or all of the animals attacked the child, but he was mauled with serious dog bites to his neck and the back of his head.
Local 4 News is told the dogs also bit an adult on the hand and thigh as the man tried getting the boy from the dogs.
A man, who did not want to be identified, said he had been threatened by someone who lives at the home after his father spoke about what he saw.
"A child especially... oh my God... you gotta be careful," Nathan Fisher who lives nearby said.
Fisher says crews tried to get all three dogs out right away, but had a challenge with it. "They said that they had four dogs over there... they got three out."
Neighbors say this isn't the first time they've seen police having to deal with an issue on their street.
"I'm very sad to hear that there was a child in the home that was hurt by the animals... but I'm not surprised. We have a pit bull problem in our neighborhood... even this morning there was a pit bull that was on the loose,"
Norma Schropshire said.
