According to residents, the black and tan Staffordshire bull terrier, which lives in Didscourt, Orchard Park, is frequently spotted running around on its own without a collar.
They are now calling for authorities to act, saying it is only a matter of time before someone is seriously hurt.
The latest incident happened outside Sainsbury's in Inglemire Lane.
Joshua, 9, and Rebecca Eaton, 13, with dog Max |
Rebecca, 13, and Joshua Eaton, 9, were walking their dog, Max, when the Staffordshire bull terrier attacked him.
Their mother Yvonne Eaton, a 31-year-old carer, told the Mail: "My daughter saw a woman crossing the road with a Staffy which had no lead or collar on.
"She left the dog outside Sainsbury's and it went up to Max and lunged at his throat.
"It was very aggressive and started going berserk.
"Max slipped his collar and started to run home. It was hanging to his leg.
"The dog followed Max and my children back to our house.
"They burst through the door and were hysterical.
"The dog cut Rebecca's finger and she has been put on antibiotics.
"My children are traumatised and woke up screaming on Sunday night – I had to keep them off school.
"Rebecca has wanted to be a vet ever since I can remember, but she's horrified by the idea now."
Mrs Eaton said her dog was also in a sorry state.
She said: "Max was shaking, he had a big gash in the side of his neck and one in his leg.
"We took him to the vet and paid £78 to get him treated."
A Humberside Police spokesman said a neighbourhood officer was looking into the attack, which happened on Sunday, June 19.
However, Mrs Eaton said she could not believe the dog was still roaming the streets.
She said: "I think the police should be doing more.
"This dog should be taken away and destroyed."
Resident Simon O'Donnell, 26, of Didscourt, who lives close to the dog's owner, claimed the dog had been causing trouble for weeks.
He said: "This dog needs to be taken away. It went for my puppy and I had to kick it off."
The Mail attempted to contact the owner of the dog, but there was no response.
No one from Hull City Council was available for comment.
