John David Norman, 56, is being held on $110,000 bond. He is the son of former Doraville mayor Jesse Norman.
John Norman was arrested by Doraville police in June after an anonymous caller reported him for taking pictures of children at a local pool.
A subsequent search of his home uncovered documented acts of bestiality and child pornography.
He was raping two German Shepherds.
"These are very serious and disturbing charges," said DeKalb County District Attorney Robert James.
Before his arrest, Norman was issued a temporary protective order prohibiting him from coming in contact with minor children, domestic animals and livestock.
