It happened Wednesday in Phoebus in the area of West Kelly Street.
One of the dogs, a male, dark-colored pit bull, was found shortly after the attack. It and a second dog had jumped the fence to get to a dog that was in a back yard, Capt. Susan Canny told WVEC.com.
Officers lost sight of the second pit bull near the intersection of Old Buckroe Road and East Mercury Boulevard.
"This one is not animal friendly but is somewhat people friendly," Canny noted.
Authorities want to find the owner of this dog.
The second dog is a dark-colored reddish-blue brindle-marked female, 45-50 pounds and may have on a light colored collar.
Authorities stress the dog is aggressive toward other dogs and may be aggressive towards people, so don't try to catch it. If you can help find the second dog and the owners of both dogs, contact the Hampton Animal Control Division at 727-6111.
