Deputies in Floyd County say Vanessa Howard hoarded the animals, keeping dogs in unbearable living conditions.
Some of the details in this case are disturbing.
Sheriff's deputies went out to Vanessa Howard's property and found some rough living conditions.
They tell us nine dead dogs were on the property. The animals were in poor health without adequate amounts of food or water. Deputies say some dogs were so starved, they had resorted to eating the ones already dead. Deputies have charged Howard with 30 counts of animal cruelty and animal hoarding.
"We've seen a lot of bad ones. This is certainly one of the worst because you've got such a large number of animals that are dead. We've had others, this certainly isn't the only one we've seen, but any time you see animals in this state of disrepair, in this condition, that is as bad as it gets," explains Floyd County Attorney Keith Bartley.
WKYT has learned Vanessa Howard keeps dogs on property in Montgomery County as well. The sheriff there tells us he visited Howard's property in Montgomery County and found 11 dogs total.
They were all well fed, healthy and doing far better than the ones at her Floyd County home.
