The two dogs are now in quarantine at the Buncombe County Animal Shelter. Sheba is currently at a vet's office, but is not doing well. Harwell is waiting to find out whether she'll need a series of rabies vaccines.
Deputies say they're still investigating the case and have not issued any citations.
