WASHINGTON -- A Centralia couple will face animal cruelty charges after police found several of their horses to be in poor health, according to the Lewis County Sheriff’s Office.
The owners, Wendy S. Specht and Gerald D. Specht, were both referred for second-degree animal cruelty, a gross misdemeanor, after a code enforcement officer inspected the property last week, according to the Lewis County Prosecutor’s Office
