Waterloo animal control pursuing animal cruelty case

IOWA -- A $1,000 reward is being offered to find the owner of a dog who was found starved to death Saturday morning in Waterloo.

Animal control officers say the male dog was found in a crate full of feces and urine. 

They say the dog was wearing a black harness and had no microchip or identification. 



It was found on the 2700 block of Independence Avenue on the gravel road leading to city property.
