Authorities say Ty Hickman of Jesup is responsible for starving a dog to death.
Waterloo Animal Control officers confirmed Hickman has been charged Thursday evening with an aggravated misdemeanor for torture of an animal. He is in the Buchanan County Jail.
The dog was found covered in feces and urine inside a crate after being dumped alongside Independence Avenue in Waterloo a few weeks ago.
Animal Control officers said if Hickman is convicted for the crime, the person responsible for tipping police off will receive a $7,500 reward. The reward money was raised through public donations.
