NEW YORK -- On July 27, 2013 New York State Police in Warsaw arrested ROBERT J. DECARR, 23 years of age of Gainesville, NY for Sexual Abuse 1st (Class D Felony), Sexual Abuse 2nd and Endangering the Welfare of a Child, both Class A Misdemeanors.
It is alleged that DECARR sexually abused a 9 year old female in 2006, and more recently abused a 13 year old female in May of 2013, both of which occurred in the Town of Gainesville. DECARR was also charged for Endangering the Welfare of an 11 year old female by attempting to inappropriately touch her in May of 2013.
He was arraigned on these charges before Gainesville Town Justice PROPER and was remanded to the Wyoming County Jail in lieu of $50,000.00 bail.
When Troopers responded to arrest DECARR at his residence, they found on the porch of the residence a cage which contained 3 living and 1 deceased puppy. The surviving puppies were emaciated and appeared to be infested with fleas and other possible diseases.
Wyoming County Dog Control Officer JUSTA GOODELL responded and took custody of the animals which were then taken to the Perry Vet Clinic for treatment.
Investigation by Troopers would ultimately lead to the arrest of DECARR and a second resident, THOMAS M. HYDE, 20 years of age of Gainesville, NY for both Cruelty to Animals and Neglect of an Animal, both Misdemeanor violations of the NYS Agriculture and Markets Law.
While DECARR is currently incarcerated he will return to the Gainesville Court at a later date to answer all of his charges. HYDE was released on appearance tickets for the Ag and Market Law charges and will also appear in the Gainesville Town Court at a later date.
It is currently unclear whether the 3 remaining puppies (lab and pit bull mix) will survive their injuries.
