TEXAS -- A Lufkin man is behind bars after police found an empty dog collar attached to a cord tied onto the back of his truck.
Roger Whitmill, 47, of Lufkin was stopped by Lufkin Police in the 600 block of N. Timberland Drive Saturday night after a concerned citizen called in a report of a man dragging a dog behind his truck down the road.

Officers found a severely injured Pit bull mix dog on Kurth Drive underneath the railroad trestle and the dog was taken to Angelina Animal Hospital where the on-call veterinarian said the dog suffered serious bodily injury.
Whitmill was arrested for cruelty to non-livestock animals: torture, driving while intoxicated with a BAC greater than .15, driving with no drivers license and possession of drug paraphernalia (metal marijuana grinder and a small amount of marijuana.
