Tennessee: Joyce Stepp, 18, charged with cruelty after ignoring officer's instructions

TENNESSEE -- A Clarksville woman has been charged with animal cruelty after leaving her pets outside in the heat.

An arrest warrant states that an officer arrived at the home of Joyce Stepp, 18, on the afternoon of June 20. The officer saw two adult dogs and a puppy that appeared very thin outside with no food, water, or shelter. Stepp told the officer the dogs had been outside for over an hour.

The officer had visited the residence the previous day for the same reason and had told Stepp the animals could not be outdoors without proper care. At the time, the temperature was 90 degrees with a heat index of 97 degrees and 48 percent humidity.

 Stepp was cited June 25 for animal cruelty, then later charged and booked into the Montgomery County Jail July 15. Her bond was set at $1,000.
