Sue Higginson made a report to Richmond police on the day about the sorry state of the animal kept at a Loftville property.
She claims about 12 horses and a number of other animals at the property are malnourished or being treated badly.
"This is a sickness, not on part of the horse, on part of the two men who are responsible for all the horses on the land," Ms Higginson said.
"Along with many in the community, I have had to endure your horsemanship practices for too long now.
"I, along with hundreds of others in this region, beg you to please pack up, find homes for the horses (if you need help please sing out) and move on. You know as well as every other person who has to watch your scene, there is barely any grass in the paddock palatable to a horse and you have no proper source of water adequate for a mob of horses."
Ms Higginson said mistreatment of animals at the property had been an ongoing issue.
She pointed out several more examples of highly questionable practices.
"You have had a colt now locked in a small round yard for 18 months. Perhaps it does have an injury - what does the vet say you should do?" Ms Higginson said.
"Now, you have three yearlings locked up in another small yard and they have had to roam around for months now with halters and ropes on, dragging them on the ground to trip themselves up.
"And what is with the dog you have tied up in a crate all day and night, every day and night with a possible visit from one of you for 10 minutes during the day?"
Richmond police Acting Inspector Robert Hindle said the RSPCA and a local vet were informed and have conducted an examination of the horse. Police will be advised of the result and will decide on a course of action.
