New York: Animal abuser and sex offender Robert DeCarr, 25, arrested again

NEW YORK -- Instead of finding friends on Facebook, area registered sex offenders are finding themselves behind bars due to unregistered accounts.

A Nunda man was arrested for violating the New York State Sex Offender Registry Wednesday, the fourth Livingston County resident to allegedly do so in the past two weeks.


Robert DeCarr, 25, was arrested for duty to register and to verify. DeCarr allegedly had a Facebook account along with an email address that was not registered with the New York State Sex Offender Registry. The registry states that sex offenders have 10 days to let the registry know of any Internet accounts, along with any Internet identifiers used by the sex offender.

In 2013, DeCarr was charged with sexual abuse of children and animal cruelty. When they went to arrest him for abusing the little girls, they found dead and dying puppies on he and his roommate's property. Thomas Hyde was also charged with animal cruelty.

On November 14, 2013, DeCarr plead guilty to Sexual Abuse in the First Degree and Animal Cruelty. He is now listed on the sexual offender registry.

DeCarr was arraigned in Geneseo Village Court and remanded to Livingston County Jail, where he joins a trio who were arrested last week for the same duty to register and to verify charge.

Robert Loveland, 33, from Springwater was arrested Nov. 11 for duty to register and to verify after his Facebook account was found not to be on file with the registry. Alan Spencer, 28, of Sparta and James Learn, 23, from Nunda were arrested on Nov. 12 and Nov. 13 respectively after their accounts were also found to be delinquent.

All three are currently being held in Livingston County Jail.
