The Montgomery County Sheriff's Office arrested Nasim Irsan, 21, around 4 p.m. Saturday in the 18000 block of Old Houston Road in the eastern part of the county, according to the Montgomery County Police Reporter.
Precinct 5 deputy livestock constable Marshall Williams said the man had hauled the donkey along the back of his Toyota pick-up truck with a rope tied around its neck.
"He didn't think he was doing anything wrong – that he was moving it from one place to another," Williams said.
Williams, who picked up the donkey from the scene, said the animal appeared at first glance to be in "fine condition."
