NEBRASKA -- WOWT 6 News obtained security video of a dog attack at Millard Central Middle School. The Nebraska Humane Society said the dog shown in the video has a violent past, and officials were not aware the dog was in Omaha, let alone on school grounds.
The dog had been officially labeled as a potentially dangerous animal due to previous violent episodes.
In the video, recorded April 2, a school counselor/teacher approaches a door inside a vestibule. He opens the door in an attempt to “shoo” the dog, named Sam, away. At that moment, the dog attacks the school employee. The employee quickly makes his way back inside. School officials said students were outside playing at the time of the attack.
The employee told the Nebraska Humane Society the dog’s bite didn't catch his leg, just his clothing. But, what the Humane Society said is most concerning, is the fact that this attack should have never happened.
“This owner, for almost a year and a half period, did not follow city ordinances required of him in regards to making sure this dog didn't attack somebody," Mark Langan, VP of NHS Field Operations, told WOWT 6 News.
An affidavit obtained by WOWT 6 news shows that Sam tried to bite an MUD employee in September 2013. Days later, the report explained he bit a citizen twice, sending them to the hospital. A year later, in September 2014, the report reads that Sam bit another person. That bite did not result in injury.
The NHS labeled Sam as a potentially dangerous animal and cited Isai Duran as a reckless owner. Once cited as a reckless owner, a person cannot own animals for four years.
According to the affidavit, Duran told the NHS he sent Sam to live with a family member. That family member then told officials she sent Sam to California.
The Humane Society in Hollywood REFUSED to check to confirm Sam was living in California. It turned out, he was not.
“We take people for their word. I mean he provided a location and everything, but then we find the dog here in April of this year…trying to attack a teacher in Millard,” said Langan.
A Millard spokesperson said Sam was loose on school grounds after he escaped from Duran’s car. Duran was visiting the school to drop off medication for a student.
The attacked employee approached Duran as he tried to leave. The affidavit explains the employee told police and NHS officials that Duran said something similar to “What is the big deal? You’re fine.”
The Humane Society obtained a search warrant for an address listed for Isai Duran. When they entered, they found Sam. The dog is now in custody at the Humane Society.
In February, a month and a half before the school attack, the Humane Society received a tip that Sam was still in Omaha. They investigated, but were unable to find him.
