Carla Overby and Tyler Seiber arrested in connection to Campbell County animal cruelty case

TENNESSEE -- Two people have been charged with animal cruelty after a 3-month-old puppy was found with such a severe case of mange, her skin was falling off and she was placed in a critical care unit.


Carla G. Overby, 43, and Tyler W. Seiber, 23, were arrested by the Campbell County Sheriff’s Office in connection with the animal case against a puppy named Scarlet.

  

“Crimes and cruelty against children, people and animals are a direct result of the moral fibers that have been destroyed over time and confirms concretely that we must fight back for and stand up to every evil,” said Campbell County Sheriff Robbie Goins. “These cruel actions will not stand here and we will continue be a voice for all living and breathing beings, period.”


Deputies said Overbay and Seiver never attempted to deliver medical treatment to Scarlet, further worsening her condition.

Friends of Campbell County Animals helped rescue the puppy after she was hit by a car. When they arrived, they found Scarlet laying in the grass and dirt against an abandoned building. She had not been hit by a car, but rather she was covered in infection. Rotten skin peeled away with just a gentle touch.

  
    
  

The animal rescue group immediately rushed her to a veterinarian’s office where she was placed in a critical care unit. Scarlet was given medicine, supplemental food, supplemental body warming and plasma infusions to help with protein.

Friends of Campbell County Animals said she is doing much better, but the treatment is estimated to cost $9,000. The group is asking for donations.

She did get ran over by Chris Hamlin I put meds from co-op for real I had no money but I got meds for her for real then I couple days she was hit it in morning my mom wake me up to go beat dude ass about it I went to raise he'll cause I love dogs they where tryin to see if they could take a block to here before that I told them he'll no then a day or so he ran over her so I call the animal control on towsting rd so they said a waiting list really so I called the police and they called the city animal control
