Clarksville men charged with aggravated animal cruelty

TENNESSEE -- A dog named Hope was left with fleas, severe mange and open wounds after having its medical problems neglected by owners.

Clarksville Now reported Robert French and Joseph Haase kept the dogs at their home on 806 Turtle Creek Road.

Montgomery County Animal Control received two calls about Hope, a mixed breed female dog. “By the time we got the second call, the dog had deteriorated so much that it could not even lift its head,” said Director of Animal Control Jeanette Farrell.

Farrell said the dog had hair loss, fractured canine teeth and nails so long it was unable to stand. The dog also had two centimeters of flea feces on it. Hope had heat exhaustion and extremely scarred skin.

Police say the men “did not seek treatment for the animal” that Farrell said is “one of the worst cases” she’s ever seen.

Animal control took Hope from the scene and transferred her to the Family Pet Hospital.

Alleged owner French asked to have Hope returned to his residence, but was denied. French stated both he and Haase tried to get the dog medical care but couldn’t find a vet willing to use a payment plan.

It was then French learned animal control would go forward with charges of aggravated animal cruelty. Both French and Haase were booked into Montgomery County Jail on $5,000 bonds.

Ferrell told Clarksville Now that pet owners who cannot afford medical attention for their animals can contact animal control for help, adding that there are veterinarians in the area that would much rather help than see a dog suffer like Hope.

“The vet that treated Hope was so distressed by what she saw, she purchased special food for the dog with money from her own pocket,” Ferrell said.

Hope was before described as “emaciated” and in “deplorable” condition, but after just a week of protective care; the 13-year-old dog gained ten pounds.
