Laurel man, Ceba Horsey, accused of animal cruelty against a horse in Delmar

DELAWARE -- A Laurel, Delaware man has been charged, after Police say he failed to successfully euthanize a horse.

The Wicomico County Sheriff's Office says on July 9, a Deputy responded to a property on Waller Road, where horses are boarded, after someone called about an injured horse lying in the tall grass away from the boarding area.

An investigation reportedly found that the horse, who was owned by 38-year-old Ceba Horsey, had recently broken its leg, and Horsey had moved it from the stable, the day before.


The Deputy say they learned that Horsey told others on the property that he was going to euthanize the horse with an injection, and the Deputy found evidence that someone had tried to inject the horse by looking at its neck, and noticed used syringes on the ground.

The Sheriff's Office says the horse was still alive, and was in obvious pain. After a consultation with Animal Control and a veterinarian, the Deputy euthanized the horse, and got a warrant for Horsey's arrest.

On Friday, he was taken into custody, and charged with aggravated animal cruelty, animal cruelty, animal cruelty: cause pain/suffering, and animal cruelty: failure to provide veterinary care.

Horsey is now behind bars at the Wicomico County Detention Center on a $5,000 bond.
