Knox County man, Billy Bernard, accused of beating dogs to death

TENNESSEE -- A Knox County man has been charged with two counts of animal cruelty after officers say he killed two dogs.

Billy Ray Bernard, 44, of 2807 Howell Road in Mascot was arrested Wednesday and charged with two counts of aggravated animal cruelty.


Knox County deputies responded to the Howell Road address just after 6:00 p.m. on Tuesday concerning a dog that had been beaten to death.

Bernard has a criminal history in Knox County that includes aggravated assault, aggravated burglary, arson, assault, domestic assault, DUI, evading arrest, public intoxication, simple possession, underage consumption of beer, and unlawful drug paraphernalia.
