Erie police charge 2 in connection with pit bull attack

PENNSYLVANIA -- Police have charged two Erie men in connection with the Nov. 20 incident during which an Erie police officer shot and killed a pit bull after it attacked three people.

Glenn Connor, 25, 3001 Raspberry St., and Alex Schmude, 25, 944 W. 21st St., each face one summary violation from the incident, investigators said.

Connor, the owner of the pit bull, was charged with failure to have his dog vaccinated against rabies, according to police. Schmude, Connor's friend, was charged with failure to control the dog.

The charges were filed Wednesday by Erie Animal Enforcement Officer Rob Culbertson.

Erie 6th Ward District Judge Dominick DiPaolo on Friday said Connor and Schmude each will receive a citation in the mail and then have 10 days to enter a plea before the district judge.

The Nov. 20 incident occurred in the 900 block of West 21st Street. The officer shot the dog three times as it was attacking and biting a man in the driveway of a residence there, investigators said. The injured man suffered bites to his ribs and hands.

A woman suffered bites to her hand and shoulder. A third person suffered bites to his hand and a broken finger.

Erie Police Chief Randy Bowers said Schmude was walking the dog outside when it broke out of its harness while in the front yard.

Schmude told the Erie Times-News on Nov. 20 that he and three other men struggled to hold the pit bull on the ground until police arrived. Officers arrived at the scene at 4:36 p.m. after being dispatched three minutes earlier.

Bowers on Friday said whenever officers discharge their weapons, they fill out an incident report. The officer who shot and killed the pit bull submitted a report to Bowers.

The chief said he reviewed the report and found the actions of the officer justified.
