OUTRAGE: What happened?!!! Owners who let Scarlet turn into a monster get their charges of animal cruelty dismissed!

TENNESSEE -- Animal cruelty charges have been dismissed against two people in Campbell County who had been accused of failing to care for a pup with severe mange that captured that public's heart.

According to the Campbell County Sessions Court Clerk's Office, Sessions Court Judge Samantha Sammons dismissed the case Tuesday afternoon after a hearing for Tyler Seiber and Carla Overbay in Jacksboro.

Overbay and Seiber were charged in June after investigators said they failed to treat the 3-month-old dog known as Scarlet.

Investigators received a complaint in April. Scarlet was malnourished and dehydrated, according to animal authorities.

The dog had been taken to an animal hospital in Campbell County and later to University of Tennessee's College of Veterinary Medicine.

She since has recovered, is healthy, has a caretaker and even has her own Facebook page.

Does anyone know what happened? Please, please, please post a reply if you have heard anything. This is crazy!
