ARKANSAS -- A Blytheville woman left her pets in a wired cage to starve to death, according to police.
Police arrested Phillisa Bragg, 32 on Saturday, Nov. 21 at her home in the 1000 block of Holly Street after receiving a call about possible dead puppies in a yard.
The officer found four dead dogs in a cage with feces in it and bowls filled with “stagnant” water and urine.
Bragg reportedly had a malnourished dog chained to a pole.
The report said the dog did not have food, water, or shelter.
Beverly Hodges lives a block down the street. She said she and her son feed strays in her neighborhood.
Hodges said if she had known, she would have helped.
“If we would have known there were puppies so close that went hungry, we would've definitely given them some snacks or something,” Hodges said.
Police cited Bragg for five counts of animal cruelty.
