"Until we got to a red stop light, I saw it move and so I got my phone and started to record it," said Rocha.
The incident occurred just before 9pm last Saturday night, when Rocha was on her way home from work. She says it was raining and it was also Halloween, so she wanted to make sure what she was seeing wasn't a cruel prank.
"I didn’t want to assume right away and call the cops, so I made sure to get a closer view and yes it was a real dog. I saw him squirming around like from the collar, on his neck," Rocha went on to say.
Horrified by what she saw, Rocha also called 9-1-1 and continued to follow the SUV.
"Through Blanco, from Basse, all the way here to Jackson Keller," said Rocha.
Rocha claims the male driver of the SUV stopped at a house, grabbed the dog, and went inside.
"It's a very disturbing video when you look at it. We have a detective assigned to the case they're inspecting that video," said Officer Doug Greene with the San Antonio Police Department.
SAPD is working with Animal Care Services to investigate the case further.
"I want to know what happened to the dog," added Rocha.
Rocha is still trying to cope with what she saw and says the incident was extremely painful for her to watch, but she had to report it.
"It was very hard to see. I could not stop crying. It just broke my heart; it brought me to tears," said Rocha.
