Emma McKnight, 37, said her dog, a Staffordshire pit bull terrier cross, was attacked during a Sunday morning walk when a pit bull came out of a gate of a Rosemary Crescent home in Frankston North.
She said she shielded her dog and the pit bull latched onto her arm.
"It lock-jawed onto my arm, I tried to get it off and it went for my face and took the cheek off my face," Ms McKnight told radio station 3AW.
Ms McKnight, who is recovering in Frankston Hospital, said she needed 150 stitches and had plastic surgery to repair her torn cheek.
"I'm a little bit shattered," she said.
She said the dog should be put down before it attacks someone else.
"I wouldn't even call it a dog, it's a creature," she said.
Police are investigating the incident.
A police spokeswoman said they were called to a Frankston North address at 11.04am on Sunday.
"It is alleged a dog attacked a woman after a dispute between the woman and the dog's owner outside a Rosemary Crescent home," she said.
She said a Frankston North man, 34, had been arrested and released, but is expected to be charged at a later date.
The offending dog has been seized by a council ranger, police said.
