NO. Some dogs won't stay within the confinement of a fence, and must be chained. They dig, jump or climb.
ReplyDeleteAgain, not all dogs are the same, not all dogs can be treated the same. Some dogs must be chained to be safely confined (preferably chained behind a fence).
