Investigators believe the dog belongs to the child's family.
Volusia County emergency crews rushed to help the 19-month-old at his home moments after the dog bit him in the head.
The Volusia County Sheriff's Office helicopter was called to transport the child to Arnold Palmer Hospital for Children in Orlando so specialists could treat his traumatic injuries.
People who live in the area said they often see the dog wandering outside. They said the dog is young and usually playful.
It is unknown what led to the bite. It is not clear why the dog has not been taken into custody, or if it will be.
The child is recovering in the hospital.
