VIRGINIA -- A Norwalk woman was issued a summons for cruelty to animals on Friday after a dog and cat were found to be left without food or water in reportedly "deplorable conditions" by Norwalk Fire Department personnel who were investigating a flooding issue in an Ohio Avenue home.
Police said that at around noon on Friday, NFD was responding to a complaint about excessive amounts of water at 14 Ohio Ave., due to a broken pipe.
According to police, responding NFD units allegedly observed an adult Shih Tzu and adult cat living in what they described as deplorable conditions -- there was reportedly no food or water available for the animals -- and NFD also reported that the floors of the home were covered in feces and urine and that there was a strong odor in the home.
Police said that fire personnel contacted the Norwalk Health Department and Norwalk Animal Control officers.
According to police, Amanda Calabrese, 26, of 14 Ohio Ave., arrived at the home, and allegedly told officers that she had moved next door and hadn't been inside the residence in a few weeks. Calabrese reportedly told officers that she had asked a friend to come to the residence to look after the animals.
According to police, Calabrese was told that she was responsible for checking on the living conditions of the pets, and that the unsanitary living conditions were unfit for the animals.
Police said that Calabrese surrendered ownership of the dog to the City of Norwalk Animal Control. According to police, animal control officers were unable to locate the cat and speculated that it may have escaped.
The Shih Tzu was brought to the Animal Control kennel on South Smith Street.
Calabrese was charged with cruelty to animals. She was given a court date of Jan. 20.
