Indiana: Former Indianapolis Animal Care and Control officer Ashley Chastain, 30, arrested on animal abuse charges

INDIANA -- A former Indianapolis Animal Care and Control officer was arrested on three counts of animal abuse charges Wednesday morning.

According to court filings, Ashley Chastain, 30, was conducting unauthorized and illegal ear cropping in her home.


Marion County court records show that Indianapolis Animal Care and Control officials were first alerted on Jan. 10 by a man who came into the office to report it. The man, who is also the father to Chastain’s children, told IACC officials that Chastain was stealing Ketamine from IACC to sedate animals while she was cropping dog’s ears at home.

Court records show he brought 13 images and one video as evidence to Chastain’s illegal ear cropping activity. He also brought a bag of items that were used during the surgery, including the remaining pieces of the dog’s cropped ears.

The video showed a sedated, brown bulldog mix was lying on a bloody urine pad, on top of a washer or dryer, with recently cropped ears, the court documents say.

 
 
 

The next day, Chastain and a friend were trying to crop another dog’s ears without sedation and had to tape the dog’s muzzle shut, according to court records. During the procedure the dog threw up, aspirated its own vomit, suffocated and died. The dog was later buried in Chastain’s back yard.

Chastain is accused of using Ketamine to sedate the dogs, the record show. Each IACC officer is issued some Ketamine to tranquilize dogs in the field, but they are not allowed to take any of the controlled substance home, the records say.

The records show that investigators talked with IACC’s veterinarian about the drug that Chastian is accused of administering to the dogs. The veterinarian explained that Ketamine at IACC is a mixture with a drug called Xylazine, making it a dissociative. That means the animal can feel the pain of the ear cropping, but the animal cannot move after the drug takes effect, records say. The veterinarian compared it to a date rape drug and that Ketamine is not an anesthesia.


Investigators obtained a search warrant for Chastian’s home and found medical tools for cropping dog’s ears and also found the carcass of a dead puppy buried in a hole in the back yard. The puppy had one ear that was normal and one that was cropped.

We’ve reached out to Indianapolis Animal Care and Control and have not yet heard back.

  3. So not only was she doing these things WHILE working at IACC..... she ran a Rescue.

    IDK where she got the dogs from but I'd bet IACC?

  4. This files indicate of which researchers written having IACC’s vet around the pill of which Christian is usually offender connected with giving towards pets. This vet defined of which Ketamine on IACC is usually a concoction that has a pill termed Xylazine, turning it into some sort of dissociative. Also more click this links: petful101.com

  5. After years of delay, she was ultimately given a year's probation and 40 days community service! This despite the facts:
    1. She stole controlled substances from the IACC facility
    2. She adulterated controlled substances in the IACC's facility to mask her thefts
    3. She taped closed the mouth of a young puppy and then, without any anaesthesia, caused it such pain that it suffocated after aspirating it's own vomit
    4. Photographs & a video of her clearly prove that she also used stolen controlled substances to, in effect, paralyze other puppies so that she could crop their ears without anesthesia. The dogs could still feel pain but were unable to move, leaving her free to butcher them without fear of their reacting
    5. According to an eye witness / owner, she entered a private, gated yard to steal a young bully breed puppy, using her position as an IACC animal control officer to remove the dog, yet failed to deliver it to the IACC facility.
    6. Images of her back yard show multiple chain link dog enclosures exposed to the elements, including extreme cold / snow, except for a flimsy tarp roof covering.
    7. Ear cropping is used on bully breeds by dog fighters
    8. Ashley Chastain has a long record of arrests/citations for various auto infractions (speeding, failing to use adult seat belts or proper restraints for children, driving without a license, etc.)
    9. Although legal, Chastain's posing with two rifles raises questions, including does she have proper licenses, background checks, etc.?
    10. Given all of the above, it seems highly possible that this irresponsible, abusive woman is somehow involved with providing dogs to or cropping ears of dogs who are used in dog fights, yet that was never investigated.

    As is often the case, this animal abuser, did not receive the punishment her abuse warranted and there appears to be no attempt to restrict her continuing to own animals. Someone needs to keep watch over this woman to ensure that any infraction whatsoever leads to her probation being rescinded and her being sent directly to jail to serve her years term.
