Bill Ray Huskey, 48, of Forest Lake Circle in the Mitford area of Fairfield County, was charged with cruelty to animals, according to a release from the Fairfield County Sheriff’s Office.
The arrest stems from an investigation involving an injured dog that was located on Camp Welfare Road near Carolina Adventure World on Dec. 13, 2015, Sheriff Will Montgomery said.
Concerned individuals transported the dog to a local veterinarian who indicated that he believed the dog had been injured by being dragged behind a vehicle.

In late January, several witnesses were developed which led to the identification of Huskey, who is believed to be responsible for the dog’s injuries. On Jan. 30, Huskey was arrested and booked into the Fairfield County Detention Center.
“We are pleased to announce this arrest,” Montgomery said. “This is another great example of law enforcement and the community working together.
"We want to thank everyone who took an active interest in this investigation and who had a genuine concern for the well-being of ‘Emmanuelle’ (the affected dog), especially the Hoof and Paw organization. We also want to thank everyone involved for their patience in this matter while we conducted the most thorough investigation possible.”
