Pennsylvania: Anonymous tip leads to conviction of Daniel Lapp in animal cruelty case for abuse of 11 dogs

PENNSYLVANIA -- An anonymous tip led to the recent conviction of a 35-year-old Holtwood man for animal cruelty following a summary trial in a Quarryville district courtroom

Daniel Lapp was convicted of 11 counts of animal cruelty for mistreatment of 11 dogs at a kennel at his home. Lapp must pay $6,200 in restitution for treatment of the abused animals, $1,100 in fines, and court costs, according to a news release from the Lancaster County district attorney's office.


Susan Martin, a veterinarian with the Lancaster Society for Prevention of Cruelty to Animals, and Trooper Phillip Strosser of state police testified that the bulldogs were kept in poor conditions, including feces-laden living quarters.

Both also explained the injuries sustained and the neglect the dogs experienced at the kennel on the 1200 block of Holtwood Road, officials said.

Assistant District Attorney Christine Wilson said one of the dogs was dead when police searched Lapp's property on Feb. 22. Authorities seized 10 other dogs including four puppies, according to the release.


In addition to the fines and court costs, District Judge Stuart Mylin prohibited Lapp from owning dogs for 990 days.
