Washington: Cruelty charge dropped in exchange for Lisa Parker surrendering dog

WASHINGTON -- An arrest warrant has been rescinded for an Everett woman charged with animal cruelty after posting photos on her Facebook page that appeared to show her dog with a urine-soaked “peepee hat” over its head.

City of Everett spokesperson Meghan Pembroke said the warrant was issued because the court had ordered Lisa Parker to file a declaration that she’d turned the dog over to either an animal shelter or a friend.

On Thursday, however, Everett police said the order had been quashed and that she was no longer wanted.

After the Facebook post appeared in late February, people began calling animal-control officers. That led to a police investigation, and prosecutors decided to file charges last month.

Animal cruelty is a misdemeanor crime with a maximum penalty of 90 days in jail and/or a $1,000 fine.
