Sabina M. Ballou, 37, of 12867 E. Brewery St., St. Meinrad, was booked into the Dubois County Security Center at 12:16 p.m. after being arrested by the Jasper Police Department. Ballou was scheduled to appear in Dubois County Circuit Court at 1 p.m. today and has a cash bond amount of $1,000.
The Jasper Police Department last week received a complaint about Ballou, who was picked up Thursday afternoon by the Jasper Police Department after being found behind a business on Third Avenue on Jasper’s southeast side. A warrant for her arrest had been issued June 17.
Assistant Police Chief Nathan Schmitt said Ballou was found in Jasper purely by coincidence.
On June 14, Jasper Police Officers were dispatched to 3828 N. Portersville Road, Lot 62 in Maple Grove Village in Jasper after receiving a complaint that there were at least 10 cats inside a trailer that did not have power. Police reported the caller believed the cats were in distress. Jasper officers arrived on the scene but received no response. Officers heard dogs barking and noticed a strong smell of ammonia.
Officers called Ballou, according to an affidavit, and she instructed officers that she had not lived at the residence for a couple days and that her ex-fiancĂ©, Jason Basham, has put most of the cats in the trailer. Basham was arrested at the same residence June 11 after allegedly punching another man who had argued with Basham about one of Basham’s kittens.
Ballou told officers that there were 13 cats and three dogs in the residence. The officers instructed Ballou, who was in Huntingburg, to return to the home. Officers contacted property owner Bart Kerstiens, who said Ballou’s aunt should be the only resident at the trailer and that the electricity had been shut off for more than three weeks and the water had been off for more than a week.
Ballou arrived and let the officers enter the premises. Immediately, officers said, animals ventured onto the front porch. Officers noticed animal feces, the smell of ammonia, clutter and little food or water for the cats. The affidavit states that the cats appeared to be malnourished and were panting. The temperature outside of the house was 91 degrees with a heat index of 98 and officers estimated that the temperature inside the house was 10 to 15 degrees warmer.
The Dubois County Humane Society rescued 12 cats from the residence and used a trap up to capture the remaining animals. Ballou told officers a family member could take care of the dogs. Officials deemed the residence unfit for humans and required immediate eviction. Ballou was allowed to leave and charges were forwarded to the office of the Dubois County prosecutor.
