"Yes, I'm mad. I'm mad as hell!," said Hemphill.
Hemphill says the attack was so brutal, the internal organs of the chihuahua were outside of her body.
"This dog shook my little chihuahua like she was some little rag doll," Hemphill said.
According to Hemphill's grandson, the pit bull's owner, who he could not identify, watched as the dog attacked the chihuahua and then ran away.
"I'm angry at the person. I'm angry because he didn't have his dog on a leash and he just stood there while my dog was mauled to death," Hemphill said.
Veronica Milner, a volunteer coordinator for Biggie's Bullies, a pit bull rescue organization, said dogs should always be on a leash and their owners should be held accountable.
"When things go wrong in those situations, and they can and it's unfortunate. It does get pointed back to the breed but it also needs to be pointed back to the owner, because we need to be responsible," Milner said.
