Arkansas: Doniece Harper was charged with animal cruelty back in May. Now she's been charged with animal cruelty AGAIN

ARKANSAS -- Jonesboro police cited a woman for cruelty to animals after they were called to another complaint in the 2500 block of Brooke McQueen in the last six months.

According to a police report, police cited Doniece C. Harper, 28, of Jonesboro for cruelty to animals 2nd offense.

Harper had been cited for animal cruelty back in May.

The police report, filed Tuesday, states that Officer Mike Owens responded to the home on December 16 regarding a complaint about Harper’s black and tan Rottweiler in a kennel with no food or water.

When Owens checked on the dog, the temperature was 27 degrees and had no food or water.

Owens attempted to contact Harper, who claimed she was in Marion and would not be back in Jonesboro until later that night.

The following Monday, Harper was due to meet with animal control. On Dec. 19, Harper called and said she could talk to officers the following day, police said.

Owens came in on Tuesday from vacation to meet with Harper, who did not arrive at the time the two had set, police noted.

Owens instructed an officer to write a citation for cruelty to animals 2nd offense and was given a court date of Jan. 4, 2017.
