The incident began just after 1 p.m. when a large mixed-breed dog managed to break free from its owners through an open window of their parked car, upon seeing a much smaller dog pass by on foot with its owners.
The smaller dog sustained injuries from the attack that did not appear to be life threatening, and the dog was taken to a Concord area veterinarian for treatment.
Police say the man who fired the weapon was licensed to carry the gun.
The incident is still under investigation as a reckless conduct incident, although preliminary investigation suggests firing of the weapon was justified.
Police did not release the names of the parties involved.
