The incident happened on Wednesday night. The dog bit one steer's leg and then latched onto the face of another for ten minutes.
Witnesses who called the police reported that the dog appeared drunk and other reports claim it was being goaded by its owners.
Police say they've received lots of calls from the public with information about the owners. They are described as a 5'6" blonde woman in her thirties who was wearing a pink top and had an orange jumper tied around her waist and a 5'8" white man with dark hair. It's believed the dog is either called Spike or Skype.
Jennifer Myers breeds the cows for meat and was shocked to hear about the attack. She says the cows are a popular attraction on Midsummer Common where they've grazed for hundreds of years.
"It's the first time with had a problem other than people being too friendly if anything. Luckily he's not too badly damaged and although ultimately they will end up on the plate we want to breed healthy happy cows and we can't do that if they're traumatised."
The cow has been treated by the vet and is recovering well.
