Dog Found with Legs Bound, Man Arrested for Animal Cruelty

KANSAS -- Jack Ozegovic’s house backs up to the spot where Lawrence police say a dog was lying on the sidewalk literally squealing for help.

“I’m outraged by it,” Ozegovic said. “I think animals have a right to life just as we do.”

Lawrence police say they received an anonymous phone call telling them about the dog. When they went to investigate, the dog was alone on the sidewalk with no food or water, in obvious distress — its hind legs were bound with a flex cuff. 

Dr. Matthew Coles works at an animal hospital about a block away. He says an incident like this will leave a lasting impression on an animal.

“The trauma that is brought onto the animal, I’d relate it to PTSD in people,” he said. “These pets deal with a lot of aftermath, fear, anxiety, fear aggression.”

He says some animals even have to be put down because their fear causes them to be aggressive. That aggression or instinct to fight back may have put the animal abuser in the hospital. That’s where Lawrence police say they found a suspect — in the E.R., being treated for a dog bite.

“More power to the dog, actually, if he was being maltreated,” Ozegovic said.

Police say the man was arrested for cruelty to animals.
