Employees at a Homeland food and Pharmacy told officers they saw Ciarra Walker cursing and assaulting her children – ages 2, 5, and 7 – on July 22, police said.
Employees told investigators Walker was chasing her children up and down an aisle and screaming, “I am going to (expletive) you up when I get you!”
Officers then went to the family’s home in the 800 block of North Oak Street.
An officer described the smell of the house as so unbearable that he plugged his nose just to walk through it, according court documents.
“As I was walking into each room, the amount of dog feces and rotten food on the floor continued to multiply as you go further back into the house,” the officer said.
Neighbors described the area as peaceful and said they were shocked to hear about the arrest.
“Very, very quiet,” said Shannon Phillips. “No yelling, no fighting, no anything.”
Phillips said she was horrified to hear about the state of the house where the children were living just down the street from her.
“Had someone been aware that there was anything like that, the people around here would have been more than happy to step in and help,” she said.
All three children were placed into DHS custody, according to court documents.
There were two dogs in the home that were found covered in their own waste. Both of the dogs were taken to an animal shelter.
Walker is being held in the Logan County Jail on a $20,000 bond. Her first court appearance is set for Thursday morning.
