Kansas: Animal abuse cases prompt call for public to speak up

KANSAS -- New details are emerging about two severe cases of animal abuse in Johnson County.

Julie Bernet faces nine counts of animal cruelty after three dead dogs and 12 sick ones were found on her property in Bucyrus.


According to an affidavit released Monday afternoon, neighbors tipped off deputies about their concerns. When investigators reached Bernet’s property, they found the dogs in kennels and cages, sick and starving. One of the three dead dogs had been partly dismembered.

An 18-year-old man was arraigned Monday in a separate Johnson County abuse case. A neighbor witnessed and recorded video that led to Juantez Howard’s arrest last week.

Investigators said the animals in both cases only received help because someone reported it.

“If you witness animal abuse, call animal control. Call the resources around you and let them know,” said Rachel Hodgson of Great Plains SPCA. “Don’t wait a day or two. Don’t wait until next week.
Call right then and there because that’s when something can actually be done quickly.”

Great Plains SPCA helped to care for the animals taken from both crime scenes. While sad to see the incidents happen, the group said it’s good someone cared enough to file a report.

“Please go ahead and call and make a difference,” said Hodgson. “You could be saving a pet’s life.”
