Children 'Covered in Muck' Found During Animal Cruelty Investigation

WEST VIRGINIA -- While investigating a case of animal cruelty, authorities discovered children living in what they are calling "atrocious conditions" in Marshall County, WV.

 Officers executed a warrant on Thursday at the Midcap property on U.S. 250, just outside of Cameron, WV.

Marshall County Sheriff Kevin Cecil says when they arrived, a 2 year-old came out of the house "covered in muck."

WEST VIRGINIA -- Three children, ages 15, 7 and 2, were removed from the home and placed in state custody. Cecil says the children were living in deplorable conditions, with no running water and no electricity.

 Their parents, Brandon and Theresa Midcap, have been charged with child neglect with serious risk.

  

In addition to the children's living conditions, nine dead animals-- horses and cattle-- in various stages of decay, were found. Deputies also located 25 live animals, a mix of horses, cattle and miniature horses.

 Veterinarian Jim Radcliffe says all of the animals show various levels of bad treatment and need to be removed. He went on to say three animals in particular were extremely malnourished.

Authorities say the land is owned by Leslie Midcap, who lives in a home on the property while his son, Brandon lives in a second home also on the property.

Charges have not been filed against Leslie Midcap at this time.
