Man accused of animal cruelty after dogs found in cage, starved

GEORGIA -- A man was arrested and charged with six counts animal cruelty after a dog and her puppies were found in a small cage Wednesday afternoon at his home on Ell Street in Macon.

According to a Bibb County Sheriff's Office incident report, Animal Control officials reported to 58-year-old Allen Howard's home on Ell Street in Macon where they found the dogs in a 5x5 wired cage "that had exposed sharp edges that could potentially harm one of the dogs."


At a previous visit, the report says animal control officials left Howard a bag of dog food, warned him about the living conditions of the animals and gave him a copy of county ordinances.

Animal control followed up Wednesday afternoon and learned the living conditions were worse.

According to the report, there was rotten food in the cage, the puppies' mother was tethered to a pole inside the cage, and the ground was soaking wet which smelled or urine and feces. Officials also found rusty and moldy pots of rain water in the house and a severely torn tarp.

Deputies also described the puppies in the report as "severely emaciated." The report says Howard showed no concern for the animals by saying he was just going to sell them.
