Tennessee: Owner of neglected dog, Clifford Moreland, charged with animal abuse

TENNESSEE -- A Clarksville man whose dog was found wandering last week in deplorable conditions has now been charged.

“We will be working closely with the district attorney to ensure justice is served,” said Jeannette Farrell of Montgomery County Animal Care & Control.

Ulysses, who was named by Sango Veterinary Hospital, where he is being treated was found last week on Ussery Road with fever, mange and blinded by an eye infection.

Neighbors spotted the dog wandering and contacted Animal Control. Moreland came forward Thursday and reportedly told officials the dog was lost, not abandoned. Farrell said this is a case of “long term neglect,” and that Moreland did not report the dog missing.

Ulysses is now receiving medicated baths and is beginning to improve. Results of blood tests are expected back on Monday.

A Gofundme account called “Hope for Ulysses” has raised more than $5,000 to pay for his treatment.
