“He still can’t talk, and he still can’t walk,” said Boulet’s wife, Deborah Lolles Boulet.
Glen Boulet, 61, has been at St. Francis Hospital in Tulsa since being flown there after two pit bull dogs attacked him near his home at 318 S. Ninth St. Witnesses had to use baseball bats and a gun to separate the dogs from Boulet.
Boulet has undergone three surgeries and is expected to have more reconstructive operations.
Deborah Lolles Boulet said on Wednesday her husband was able to open his eyes for the first time since the attack.
“He is able to shake his head and move his hand up to communicate,” she said.
Muskogee District Attorney Larry Moore said the attack was a horrible incident and something the whole community needs to be aware of.
“Everyone needs to be put on notice,” Moore said. “In Muskogee County if you allow a dangerous animal to run loose, you will be penalized.”
Three municipal citations, each with a $249 fine, were set to be filed on Thursday against the dog’s owner, whose name has not been released. The citations were held in order to conduct further investigation and conduct more interviews about the attack.
“We are researching the potential charges,” Moore said. “We wanted to know what we had available.”
Moore said the most they could potentially charge the dog’s owner with would be a misdemeanor for allowing the dangerous dogs to run loose, according to Oklahoma statutes in Section 42.4 of Title 4.

“Upon conviction, the violator shall be guilty of a misdemeanor punishable by imprisonment in the county jail for not more than one (1) year, or by imposition of a fine not to exceed Five Thousand Dollars ($5,000), or by both such fine and imprisonment. In addition, the owner shall be liable for damages.”
The investigation continued on Friday, and the district attorney’s office had not yet received the report from the Muskogee Police Department.
The two dogs were both euthanized after the attack on Monday. Their remains were sent to Oklahoma City to be tested for rabies. The results are expected some time next week.
