Authorities with the Brevard County Sheriff's Office said deputies were called to a home in the 1900 block of Croton Road after a 911 hangup call.
Investigators said they found Adam Kosa sitting on the front porch of a home covered in blood.
When deputies asked what happened, they said Kosa confessed to killing his mother's dogs.
Officials said six dogs were in the home, and four of them had been cut with a box-cutter type knife.
Three of the dogs died as a result of the injuries, and one was being treated at an animal hospital.
Kosa is being held at the Brevard County Jail on a $20,000 bond.
