Florida: Police arrest breeder Janet Manfredo; accused of hoarding 56 dogs in squalor

FLORIDA -- A woman accused of hoarding dozens of dogs in a filthy northeast Ocala home was arrested on a warrant on Tuesday.

Ocala Police Officer Tevyn Barry arrested Janet H. Manfredo, 59, at 5:45 p.m. and charged her with animal cruelty; she was booked into the Marion County Jail. She was released at 4:30 a.m. Wednesday on a $1,000 bond, according to jail records.

 

 

Reached at her home at 931 NE 12th Ave. — where the 56 poodles and cockapoos were found early this month — Manfredo declined comment on Wednesday.

In a previous interview, Manfredo said she owns the dogs and wants them back.

 

 

County animal control officials removed the dogs from the residence on Oct. 5 after neighbors called police to report a foul stench coming from the brick home.

Inside, Barry found the dogs in a room. The odor, he reported, was overwhelming.

Manfredo’s 3-year-old grandson and 84-year-old father, who has dementia, were also in the home. The boy was removed from the home by the Department of Children and Families and was placed with a family member.

Manfredo and her father remained at the residence.

 

In his report, Barry said some of the dogs had puppies and some were pregnant. They had been in the Ocala home since early September. As Hurricane Irma was closing in on the state’s west coast, the dogs were transferred there from Brooksville, according to police.

An investigator with Marion County Animal Services went to a dog kennel in Hernando County that was reportedly operated by Manfredo. There, the investigator found a makeshift metal shed that housed 14 dogs — also in poor condition, according to Barry’s report.

 

The 56 dogs taken from the Ocala home are being treated by veterinarians. So far, one of the dogs has died. An autopsy indicated the dog died from possible cardiac failure due to severe anemia and overall poor health.

On Wednesday, county officials said the remaining 55 dogs have all “been groomed and bathed” and continue to show improvement. The dogs, they say, “are beginning to play and allow staff to spend time with them,” and they’re happy “with the day-to-day progress.”

 

 

 

The dogs are not ready to be adopted yet, and county officials have petitioned the court for custody of the dogs and a hearing is scheduled for Nov. 9.

This house was listed for rent not too long ago. If Manfredo rented the property rather than purchasing it, I feel sorry for the property owner as this house has probably been condemned. Interesting to note that it says "No pets" in the listing...

Tennessee: Three arrested for leaving children, disabled adult and pets in horrifying conditions; 3 dead cats suffered and died in squalor

TENNESSEE -- Three people are in jail after police discovered a home where two children, including a baby, were living in deplorable conditions.

Bartlett Police Department was called to a home on Mary Elizabeth Road on Friday for an animal cruelty complaint.

A man told police he went to evict the residents from the home when he found three dead cats in an upstairs bedroom.

He told police one of the cats had been decaying for a long period of time, and after walking around the home, he found large amounts of human and animal feces and urine.

Police determined that Nicole Cate was living there with her two children, a 7-year-old girl and a 7-month-old boy.

Police said both children were living with a large amount of feces and urine under their beds and throughout their rooms.

Police determined Cate, along with Rickey Moore and Winnie Kermick-Cate, intentionally exposed the children to awful living conditions.

Police even found a rabbit roaming around the home, trying to survive.

The police report also says Cate's mentally handicapped sister lived in the home but that her room was caged off. The report says feces were found on the wall and in buckets she reportedly had to use to go to the bathroom.

Police say Kermick-Cate is also her primary caregiver. That's why she's also charged with aggravated adult neglect, according to the police report.

Police said Kermick-Cate's daughter was living in a room she never left. The room contained feces and urine stains on the walls and in a pile on the floor.

Moore told police he knew the home was disgusting; he had been living there on and off for two years. He said during that time, he never saw anyone give Kermick-Cate's daughter a bath or give her the opportunity to take a bath. He also told police she was locked in the room like an animal, even describing a time he repaired the lock on her "cage."

Moore told police he knew what was happened to her was wrong, but he didn't believe he had the right to say anything about it.

The two children and 33-year-old were released to live with the children's uncle.

Nicole Cate is charged with three counts of aggravated cruelty to animals and two counts of aggravated child abuse and neglect.

Winnie Kermick-Cate is charged with three counts of aggravated cruelty to animals, two counts of aggravated child abuse and neglect, and one count of willful abuse, neglect, or exploitation of an adult.

Rickey Moore is charged with three counts of aggravated cruelty to animals and two counts of aggravated child abuse and neglect.

One more thing to note, the police report says Moore has a warrant out of Bartlett and a felony warrant out of Tipton County.

Bartlett Police Department Report # 1709220020
On 09/22/2017 at 18.00 hours, Officer B Stevens (BS459) responded to an animal abuse complaint at 3088 Mary Elizabeth Rd.

On arrival contact was made with the complainant, Vic Thayer, who stated he is a process server for Shelby County and he was at the above residence to evict the residents. Also on the scene were workers for the property management company who were assisting in the eviction process by removing all of the resident’s belongings and placing them on the front lawn.

Upon entering the residence, Mr Thayer was immediately overwhelmed with the smell of feces and urine throughout the residence. He stated that he had difficulty making his way into the residence due to the large amounts of trash that was blocking the front door.

Once his crew got into the residence and starting clearing out the furniture, they noticed large amounts of animal and human feces in piles throughout the entire house After several hours of emptying the residence, Mr Thayer and his crew located three (3) deceased cats in an upstairs room above the carport. 

At this time, he contacted BPD and animal control He then located a rabbit that was running loose throughout the residence. Officer Stevens arrived on scene and spoke with Mr Thayer Officer Stevens was able to view a video that Mr. Thayer took upon his initial walk-through of the residence. The video showed boxes and trash stacked halfway to the ceiling in the upstairs room where the deceased cats were found. Officers conducted a walk through of the residence and observed stains on the walls, carpets, ceilings, and floors of feces and urine throughout the entire residence.

Officers were only able to stay inside the residence for short periods of time due to the overwhelming smell of feces and ammonia from the urine. 

Officer Stevens made contact with one of the residents/suspect, Nicole Cate. Nicole stated that she lives at the residence with her husband/suspect Rickey Moore, her daughter/victim __ (age 7), son/victim __ (age 7 months old), her mother/suspect Winnie Cate, and her disabled thirty-three (33) year old sister/victim Amanda Cate. Nicole and her husband/suspect, Rickey Moore, live in the upstairs room to the right with their 7 month old son. Their daughter/victim, (age 7), lives in the upstairs bedroom to the left Nicole’s mother/suspect, Winnie Cate, lives in the back downstairs bedroom. The victim Amanda Cate, lives in the front downstairs bedroom next to her mother, Winnie.

In Amanda’s room, Officer Stevens observed rings on the carpet floor from a 5 gallon bucket. Mr Thayer stated that the buckets were removed from the house but that they contained human feces and urine next to where the bed was located. Feces and urine were on the wall and in a pile around where the bucket was located.

Amanda was not on scene at the time of this report, but Nicole advised that she is severely disabled and has the mental capabilities of a four-year-old. Amanda’s mother/suspect, Minnie, has custody of her and is her primary caregiver. She further stated that Amanda stays in her room, does not leave, and will use the buckets to defecate in.

Officer Stevens observed a large pile of animal feces and urine in the upstairs room where the deceased cats were located. One of the cats had decayed to the point in which it’s bodily fluid had begun to seep into the floor. 

The urine had also seeped through the floor and was leaking down the wall and ceiling into the room located below. In the 7-year-old’s room at the top of the stairs, officers observed a very large pile of animal feces underneath where her bed was located.

Officer Stevens made contact with Rickey. who stated that he knows the house is disgusting and stated that he has been living there on and off for two years.

In the two years that he has lived there, he has never seen anyone give Amanda a bath or give her the opportunity to take a bath. He stated that he has had to fix the gate on her “cage” before, but he does not go into her room very often. When asked about the “cage”, Rickey stated that Amanda was locked in her room like an animal and she was never able to get out. He knew that what was happening to Amanda was wrong, but he didn’t believe that he had any right to say anything about it.

Due to the residence having a large amounts of trash, human and animal feces throughout, and three deceased cats, officers determined that the two small children’s health and welfare were in danger. Both juveniles could not care for themselves, due to their ages.

Furthermore, officers determined that the suspects intentionally exposed the children and disabled adult to horrible living conditions that constitute a gross deviation from the standard of care that an ordinary parent or custodian would exercise under normal circumstances.

Rickey Moore and Nicole Cate were placed under arrest and both charged with Aggravated Child Neglect x2 and Aggravated Animal Cruelty x3. Winnie Kermick-Cate was also placed under arrest and charged with Aggravated Child Neglect x2, Aggravated Adult Neglect and Aggravated Animal Cruelty x3.

A computer search also revealed that Rickey Moore had a current felony warrant out of Tipton County and a FTA (Failure to Appear) warrant out of Bartlett County.

All three suspects were transported to the Bartlett Jail Animal control disposed of the dead cats and took the surviving rabbit to the animal shelter. Detective Dunlap was contacted and made scene. He spoke with the complainant suspects, and animal control. He took digital photographs on scene and placed them into evidence. Mr Thayer also provided digital photographs from inside the residence and they were placed into digital evidence. DOS was contacted and advised of the situation. The DOS agent provided report #745830988. Amanda and the two juveniles were released to their maternal uncle, Kirby Cate.

Kentucky: Realtor/Minister Philip Bradshaw, 54, describes himself as "a simple country man with Christian values and an ole fashion work ethic". Police have arrested him after he left his elderly mother, his aunt and their dog to live in 'deplorable' conditions

KENTUCKY -- After being charged on allegations of neglecting his elderly mother and her twin sister, a Hodgenville man now has been charged with animal cruelty.

Philip B. Bradshaw, 54, of Hodgenville was arrested June 7 for two counts of knowingly abuse/neglect of an adult by person. A warrant later was served for second-degree animal cruelty.

According to the warrant, Hodgenville Police Sgt. James Richardson said he was advised of an animal being mistreated while he was conducting the investigation of neglect of two people in the care of Bradshaw at a home on Williams Avenue in Hodgenville. Richardson said multiple witnesses said the dog also was being neglected.

Upon further investigation, Richardson said the dog had been confined to a small room in which it had defecated and urinated in the floor. He also noted no food was available and the water was murky and appeared old.

The dog was removed by a court order and placed in the care of a third party family member who has taken the dog to a veterinarian in Elizabethtown for treatment on several occasions. 

According to the dog’s caretaker, it had to be washed twice and given a treatment to remove the overwhelming odor in its fur. The cost of the care reportedly exceeded $375.

Bradshaw initially was arrested for neglecting two 92-year-old women in his care, his mother, Wilma Bradshaw, and her twin sister, Ilma Whitaker.

According to the ar­rest citation, the inves­tigation revealed the wo­men have “chronic medical and mental health issues” and were unable to fix their own meals or bathe themselves. 

Evidence showed trash strewn throughout the residence and beds of the victims. The beds appeared soiled and there also was dog feces and urine in the floor throughout the residence.

"The floor in front of one victim's lift chair was stained black," the officer continued. "Trash was strewn throughout the house."

The women also appeared malnourished and had lost significant weight, an official said. The arrest citation also stated witnesses reportedly said the victims were unable to open the food provided to them and that they were attempting to use a knife to cut open the packaging.

The victims were removed at the court’s order. Richardson said they were transported to Hardin Memorial Hospital in Elizabethtown where they were medically evaluated and then transported to an assisted living facility.

Neighbors say they never would have guessed something like that was happening behind closed doors.

"It really took me by shock," Suzanna Nall said. "Me, myself as being an elderly person I wouldn't want that to happen to me or anybody in my family."

 

 

Phil Bradshaw told police he is the primary caregiver to the women and he had problems with the previous caregiver when she reportedly was attempting to “take more money than she was entitled to.”

Bradshaw has pleaded not guilty and is represented by Hodgenville attorney Ron Mather.

Knowingly abuse/neglect of an adult by a person is a Class C felony punishable by five to 10 years in prison, if convicted.

Since the time of his arrest, Bradshaw has been lodged in the LaRue Coun­ty Detention Cen­ter in lieu of a $200,000 bond.

In a recent court appearance, Mather motoined to reduce Bradshaw’s bond, making it unsecured because he was assessed as low risk and working as a real estate agent. Assistant La­Rue County Attorney Lori Kincaid objected to the motion.

“I have seen pictures of these ladies and the condition they were in,” Kindcaid said. “If he treated his own mom this way, then I think he is a danger to the community.”

The motion was denied. Bradshaw remains lodged in the LaRue Coun­ty Detention Center.

Identical twins celebrate 90th birthday

Considering that the chances of being identical twins are three in a thousand, the fact that identical twins Wilma Bradshaw and Ilma Whittaker will celebrate their 90th birthdays March 1 is even more astounding

“We were born on our grandparents’ (Kenneth and Genora Miller’s) farm March 1, 1925,” said Wilma. “Dr. (Leigh) Maupin came out in a horse and buggy to deliver us and stayed all day.”

Parents Harry and Alpha Gardner celebrated having the family’s first set of twins on that cold winter Sunday.

Ilma was the older sister – by one hour. The two, who had been together for the past nine months, would find themselves side by side for most of their growing up years.

“Mother dressed us in identical clothes and even combed our hair exactly alike; nobody could tell us apart,” said Ilma, who in January came to live with her sister on Williams Avenue in Hodgenville.

The close resemblance they shared, including being the same height and body build, made for some mistaken identities. Through classes at Keith School near Tanner, Buffalo Elementary and Magnolia elementary and high school from which they graduated in 1942, no teacher was ever able to tell them apart.

“Even our voices sounded alike,” said Wilma. “We stuck together throughout school and Ilma, as my ‘big sister,’ worried about me and was protective of me.”

One night on a date to a movie and restaurant, the two switched places, causing their dates to believe they were with the other sister.

“We would have gotten by with it the entire time except that a girlfriend of ours who could tell us apart happened to enter the restaurant and called us by name,” said Wilma. “Our dates didn’t appreciate the joke we played on them.”

While they were at a pie supper at Keith School, their two beaus, thinking they were bidding on the pie their respective girlfriend baked, mistakenly bid on the other girl’s dessert.

They often found themselves with similar thoughts and impulses.

“During a Mother’s Day service at Oak Hill, when the pastor gave the invitation, we both went up and were saved at the same time,” said Wilma. “We hadn’t even talked about doing that before the service.”

The two 11-year-old girls were also baptized together in Tucker’s Creek.

“We looked at each other while standing in the water, and both of us held onto the preacher’s arm as he put us under at the same time,” Ilma recalled.

Their first separation for any length of time was after high school when both found jobs in Elizabethtown.  Wilma worked at the Taylor Hotel where she met her future husband of 54 years, Ned Bradshaw, who died in 2012.

Ilma was employed at a drugstore where she also met the man, Gerald Whittaker, whom she would marry. The couple made their home in Tennessee. Gerald died in 2009.

Though separated by more than 130 miles, the two sisters kept in touch through the years.

“We called each other often,” said Ilma.

“We’d also get together at Elizabethtown for our birthdays,” added Wilma. “They even put up on a marquis, ‘Happy Birthday, Wilma and Ilma’ at a place where we ate.”

The two shared their experience of an identical twin’s feeling the other’s pain.

“I had typhoid fever one time and was down for six weeks,” Ilma said. “Wilma didn’t get sick, but she said she felt the burden of it.”

The two also related how, on occasion, when one of them described a dream she had, the other one could recall dreaming the exact thing.

Both played piano at their respective Tennessee and Kentucky churches. Both have been active members of their congregations, serving as vacation Bible school and Sunday school teachers.

Both sisters say they enjoy the companionship they have regained with each other, and both keep a positive outlook on life despite being homebound.

“I’m not going to grieve over what I can’t do, but the Lord will make it plain to me what I can do,” said Wilma.

Georgia: Lisa Alexander, 46, arrested after her disabled husband and pets found living in "absolutely rancid" conditions

GEORGIA -- Phillip Alexander was found in a state of living decay in a house with a smell described as "absolutely rancid" by a responding officer.

According to an incident report released Tuesday afternoon, Alexander was found by firefighters responding to a diabetic emergency involving a paralyzed 45-year-old man Sunday around 12:30 p.m. with open insect- and maggot-infested sores and with rotting flesh exposing his pelvic bones and the bottom of his spine.

The discovery at the home at 205 Mason Road in Crandall led to the arrest of his wife, 46-year-old Lisa Marie Alexander, on charges of neglect of a disabled adult, reckless conduct and six counts of cruelty to animals.

Georgia Bureau of Investigation Special-Agent-in-Charge Greg Ramey said the investigation is ongoing and more charges could be brought.

"Certainly there is the potential that more charges could be filed," Ramey said.

The Murray County Fire Department and a Murray County deputy responded to the call and discovered Phillip Alexander, who is now in the intensive care unit at Hamilton Medical Center in Dalton in "serious condition," Ramey said.

Alexander's daughter, 21-year-old Bethany Alexander, said when reached by phone Tuesday that her father was improving.

"He looks like he is getting better," she said. "Some of his lab work is getting slightly better. He is having surgery tomorrow I do believe."

Lisa Alexander was still being held at the Murray County jail on Tuesday on a $50,000 bond. Her daughter said her mother's arrest was unwarranted.

"It is complete crap," Bethany Alexander said. "There is no freaking way that we neglected him. None of us did."

When asked if she knew of the severity of her father's condition, she said she didn't.

"I work night shift and sleep during the day," Bethany Alexander claimed. "I hardly got to see him."

She and her 24-year-old brother Blake Alexander live in the house with her parents, she said. The incident report described the smell in the house as "animal waste mixed with rotting flesh" and the home filled with cobwebs and roaches. 

"As I entered the residence, the smell emitting from inside was absolutely rancid," K9 Officer Joshua Malone wrote in the report. "It smelled as though there was animal waste mixed with rotting flesh inside of the house. 

"While walking through what appeared to be the living room, I noticed an extremely large amount of cobwebs hanging from the ceiling. These webs contained numerous amounts of bugs and were throughout the entire house."

In the bedroom, Malone wrote that Phillip Alexander was on the bed wearing shorts, socks and running shoes, and the bed "appeared to be extremely dirty." He had gauze bandages taped to his legs.

The room was filled with cockroaches, and there were handheld plastic urinal receptacles that "had brown matter in them that appeared to be decomposing human waste."

Lisa Alexander told Malone the bandages on her husband's legs were "from recent bug bites he received while they were camping."

Bethany Alexander said the family had recently camped on Fort Mountain but did not say when the trip occurred.

While Malone was talking with Lisa Alexander, the report noted "her pupils appeared to be very dilated even when she would look into direct light. This is normally caused by either a medical condition or more commonly through the use of illegal stimulant-type drugs."

When EMS arrived, a stretcher couldn't be taken into the bedroom because of "the large amount of clutter in the residence," Malone wrote.

As Phillip Alexander was being moved on a sheet, Malone noted "a very alarming site on Mr. Alexander's bed, a large moist black spot that was infested with more insects. This spot was directly underneath where he was lying on the bed."

"I then noticed that more cockroaches were in fact crawling over the patient's body while they were placing him onto the stretcher as well," Malone wrote. 

After Phillip Alexander was taken to Hamilton Medical Center, medical personnel there contacted the sheriff's office about the severity of his condition. A nurse said "the subject appeared to be extremely neglected and wished to file a report on the matter."

Malone went to the hospital. Phillip Alexander was in a room with a special notice for "precautions" on the door, and another doorway had been blocked off "due to the amount of bugs that came off the patient."

One of the nurses, who told Malone "these were some of the worst sores that she had ever seen on a patient," said Alexander had "both live and dead insects in the infected areas along with maggots."

Malone wrote that the wound on his lower back "was so grotesque that it appeared as though his entire buttocks had rotted from the body."

"The wound appeared to have several more infected and green tissue still connected to it," Malone wrote. "While continuing to look at the wound, it was so deep into the body that you could see what appeared to be the lowest portion of his spinal vertebrae along with his pelvic bones."

On Alexander's legs, Malone documented fresh and old wounds and areas of infection, and the flesh "was black with green 'puss-like' areas from where it was so decayed."

Malone reported Alexander's left foot was "pruning" and "starting to rot" and cockroaches were in the sores.


VICTIM'S MEDICATION EITHER BEING SOLD OR TAKEN BY FAMILY MEMBERS WHILE VICTIM SUFFERED...

The report said bottles of prescription drugs of oxycodone and hydrocodone which had been filled on Friday were missing pills.

A 60-pill bottle had only approximately 20 pills in it, and a 90-pill bottle had only approximately 30 pills in it.

In Phillip Alexander's drug screen prepared by the hospital, the only drug found in his system was Valium.

When asked about Phillip Alexander's condition, Lisa Alexander told Malone "the sores were from Phillip refusing to take care of himself."

"She stated that they had tried numerous times to help him but he just wanted to sit in a wheelchair in his own waste for two weeks before they were able to clean him up," Malone wrote. "This was very suspicious to me because earlier in the day she stated that they were camping two weeks prior and the sores on the legs were from bug bites."

Malone went back to Crandall and secured the home, and the GBI was called in to assist in the investigation. GBI and Murray County investigators searched the house in protective gear, each with the help of a breathing apparatus.

Animal Control was called to take custody of three dogs tied up outside the house and three cats found inside.

(May 2017) West Virginia: Police say Michael Watson, 45, killed his mother's dog by slamming a vase on its head while it was sleeping then throwing its body at her

WEST VIRGINIA -- A Henderson man has been charged with animal cruelty after he allegedly killed his mother’s dog, according to a complaint filed in Mason County Magistrate Court.

Michael S. Watson (Mike Watson), 44, was arrested by deputies with the Mason County Sheriff’s Department this week.

According to the criminal complaint filed in Magistrate Court, it’s alleged Watson and his mother got into an argument at their home in Henderson.

Watson had reportedly been drinking, and when his mother told him to, "look for [the number] himself," he became physically violent.

Watson allegedly struck a nearby wall with his fist, and moved to the kitchen where his mother heard something strike her floor.

The mother walked into the living room and said she saw butcher knives and a cutting board on the floor, according to the complaint.

She then stated she bent over to get her purse to leave and as she bent over, her mortally wounded dog landed at her feet.

The victim told deputies she was unsure whether the defendant allegedly hit the dog with a glass flower vase or threw the dog into a wall. The dog was breathing when she picked it up but died almost immediately, according to the complaint. 

Watson reportedly told deputies he picked up a flower pot and slammed it on the floor out of anger and that it landed right on her sleeping dog.

He claimed he "didn't know" the dog just happened to be lying on the floor sleeping, according to the complaint.

This tells me he's lying. There is no way that this dog could have been 'sleeping' with him screaming at his elderly mother, stomping around the house throwing things, etc. 

He either grabbed her dog and flung it against the wall killing it or the dog was cowering and he came over and smashed the vase down onto its head, crushing its skull and killing it. He then picked up the dying little dog and flung it at his elderly mother.

 

Watson’s bond was set at $50,000 by Magistrate Cheryl Ross. As of Wednesday evening, he remained incarcerated at the Western Regional Jail.
